What are some good home-made toys for rabbits that are natural and safe?

well on google, there are oodles of sites with good ideas. I give my bunny papertowel rolls and they occupy her for hours. You can also try giving her tissue boxes with the plastic completely off. If shes small and can fit in it, its a lot of fun to watch.

Oh, this is a great question! Honestly, it really depends on the bun, some like toys and do really play with them, and others dont really care for toys, and if you give them one will A: ignore it
B: get annoyed with it and throw it around
Toilet tubes are very good, but have you considered snagging a papertowel tube? I never really though of it til i had one and gave it to my little netherland dwarf girl. I’m pretty sure she hates it as she picks it up, marches around, and then throws it. Sometimes it’s in play, but others, well, she doesn’t put up with many things, if ya know what i mean.
Some rabbits enjoy those little kitty balls with the bells in them, others just end up scaring themselves with them. As i read over your question, you specified household items, but it cant hurt if i leave this, lol.
For one on one time with your bun, try fashioning a toy out of a yardstick, some string, and something fun on the end..say, a tassle or something. I discovered what i call “bunny fishing” by having something dangle from my shoe when i was sitting on the couch. Bunnies love dangley stuff for some reason, it gets their attention. Its pretty much like a fishing pole that gets attention. This works also if theyre angry at you for some reason..

Try getting a ball of yarn, putting its favorite treat in the paper roll– fold it on both sides so that way it has to chew to get the treat! Other than that, a paper towel or get a rabbit playpen which is made of wood-natural and safe.

pine cones. cardboard boxes, whicker baskets, apple tree branches my buns like pine cones and card board. also paper bags
