interrupt the behavior with your voice, a whistle, etc. then remove the toy. replace the toy with a dog appropriate item and praise the dog for interacting with his own items.
is he neutered? is he a puppy?
Make sure he’s fixed.
Make sure he gets daily walks to drain his energy.
Whenever you see him doing it tell him no and make him lay calmly next to the toy.
Tell your child he’s not allowed to do that anymore and she must tell him “no”. Tell her it’s not a game, that he is overexcited and needs to be calmed down. This will teach her to assert herself.
Consider this a neurotic behaviour and deal with it as such.
your dog could be releasing pent up frustration (no not sexual) your dog need stimulation (again not sexual) how often do you walk your dog is your dog inside and alone all day long.
Take the size and breed of your dog into consideration, is it getting enough exercise? try tiring your dog out, it seems like if this is a frequent habit that its the dogs way of being active.

Put him on a leash and any time he goes by the toy pull alittle and say leave it!!!!! He will learn that isn’t the correct way to act!!!
